Steering rack is to convert the rotational motion of the steering wheel into the linear motion needed to turn the car's wheels. It does this through a rack and pinion system, where a pinion gear on the steering column meshes with a toothed rack bar, which moves side-to-side to steer the wheels via tie rods. Most modern cars use hydraulic or electric power steering to make this process easier for the driver.
